Q: Will it work on my PS4 pro?

Hi friend, of course can work for your PS4 pro.

Q: 1. How loud is it? 2. How strong is the air flow? 3. Is it suitable to cool my router, modem, and a bunch of Raspberry Pi's?

Very quiet! Strong enough with only 3 of the 6 fans available, I purchased two to use for my two laptops! I don’t use it on my router or modem.

Q: Hei, I noticed that the fans will slowly decrease rpm on itervals of 5 sec and than they pick up speed again and so on. Is that normal? Max fan speed.

I quite didint notice that, but mine works perfect, maybe I didnt pay enough attention, my friend has it for few months and it still "strong", works perfect

I use my laptop for hours on end with no problems. I think it would depend on the height of your desk and chair... The unit works great, the only thing is that I have a 17" laptop and it barely fits on the cooler, so that is something to consider if you also have a big laptop. It can slide ..
