Q: I noticed that this cooler comes with the thermal paste pre-applied. Is that a good quality paste, or should I clean it off and use my own?

I used it on an i9 12900k with the pre-applied paste. No issues, the highest temps I have seen are in 60s and that is gaming when the system idle it stays in the 30s.

Q: Will the commander work with Thermaltake Quad Ring fans?

It should physically work with any fans but may not be coordinated with the Corsair Software. You may have to put the fans directly linked to the motherboard (or another hub). Same may be true with the ARGB functions but the Corsair will control other ARGB items. The Corsair software coordinates the fan speed/pump speed so you would need a motherboard that can do that if you want proportionable control of those functions with the temperature. The Corsair cooler also has its own temperature sensors which read back for the fan/pump speeds. I am not a big fan of Corsair taking these and making them proprietary, but the Elite LCD version of the CPU cooler comes with their magnetic bearing fans which, IMO are very good. Unless your are trying to coordinate the Thermaltake fans with others you have you are creating a lot of extra work and probably with have to have two separate controllers for the fan/pump functions. I have done this with the 240mm unit using Noctua fans but I did control the fans with the Gigabyte motherboard bios function & temp probes and left the pump speed dependent upon the Corsair temp probe through the Corsair software.

Q: Will the h170i elite fit in a corsair 5000d airflow case?

I don't think so. This is a 420 rad. The Corsair website says it fits a 360. The h150i is what you'd want to look at.
