What does the voltage and amperage rating mean?

'Voltage' tells you the maximum number of volts you should use to light the bulb. If you are using typical 'AA' or 'C' or 'D' batteries, each one supplies 1.5 volts, so 2 batteries in series would supply 3 volts (1.5 x 2), 3 batteries in series would supply 4.5 volts (1.5 x 3), etc. If you use more than the recommended voltage, you risk burning out the bulb. If you use less voltage, it will be dim or fail to light at all. So a 1.5 volt bulb is just about perfect to be powered by 1 'AA' or 'C' or 'D' battery. The small rectangular batteries supply 9 volts, so don't use them with these bulbs or they will burn out.As for amperage, you can think of it as how rapidly it will drain a battery - you don't need to worry about amperage rating to get a bulb to work, it will just drain the battery faster or slower depending on the amperage rating. Since most batteries don't list their amperage rating, just think of it as bigger diameter battery will light the bulb longer ('D' will last longer than 'AA'). Electricity is more complicated than this simplified explanation, but I'm assuming you are asking just to figure out which bulbs to order and how to light them up, so this should get you started.

Looking for miniature light bulb with 1/8 inch base.  Is this the bulb?

This is closer to a quarter inch base. It's actually 10 mm or about .39 of an inch. You probably need a 5 mm base. You can go to Bulbtown dot com to search the available sizes, then see if Amazon carries what you need. At bulb town you can search by base size as well as type.

Question 3

Will these bulbs work with an 1Volt AC current?

Yes, they should work reasonably well. Since they're rated for 1.5 volts and you're putting 1 volt through them, they will be somewhat dim, but other than that they should work fine, and should even last longer before burning out because you're not running them at full voltage. As for AC vs DC, that won't make any difference b/c these are incandescent bulbs with a filament, not LEDs - LEDs wouldn't work on AC, but these will work fine.

Question 4

Can these bulbs be used with a dimmer?  If the voltage is reduced, will these shine less brightly?

Sorry, I have not tried those light bulbs on dimmer.  I bought those light bulbs for kid's experiment to light it from potato power; it did not work, though.  I can not answer your 2nd question neither.  Sorry
