Q: What does frustration free packaging mean?

It means there is no outer box to protect the product. Shipping labels are placed on the Lego box and shipped that way. Box may get damaged during shipment. Not a good option for in-box collectors.

In this set, the wings are stationary.

Q: First bag in and im missing a piece, what do I do?

I have also had this problem you can go to the Lego website and go to the help thing and say you’d missing a peice and go on from there

We also ordered the "frustration free packaging" and it came in the original Lego box, packaged in a brown Lego shipping cardboard box, and then in an Amazon cardboard box. Definitely not lacking on the packaging materials, so I'm not sure why it's labeled that way.
