Q: How soon can you put a water base Polly over this stain

Assuming you mean polyurethane. I would recommend letting the stain fully dry which can vary in time. Try firmly pressing and dragging a clean white rag against the stained material and if the rag is clean you're dry enough.

Q: Why is this so expensive for a quart?

It is not in my opinion besides it covers beautifuly I first hired a crew to strip and stain my floors they were useing this product so I bought a quart and easy to apply and a great result

Q: How soon can you coat over this stain with a water base poly ?

I received a different color of stain- however i did purchase a small tin from a local store the same Brand, and I was able to apply the ployurethane after 3 hours. Hope this helps.

Q: Is this for interior use only?

This primarily acts as a stain to give wood a color. I've used it on exterior wood doors but with an additional urethane coating to seal the wood. This product holds up well against fading from direct sunlight on its own but the color fades without a sealer
