I used some wire snips to cut it. Pliers or anything else like that will work. But the edges will be a bit ragged and sharp so I used a dremel to smooth out the edges and then I dipped it in tool dip to cover the sharp metal. I dipped it twice. Worked well.

Q: Could this be used for hoop skirt boning?

The person who said horsehair braid would work better - or *at all* - knows nothing about making a hoop skirt. Horsehair braid provides stiffness for a hem, not shape for a garment and certainly not enough support to hold an actual hoop shape. I used the 3/16” size for making a hoop skirt; it worked fine but in the future I would order a wider size for more support as my skirt was made of bridal satin and I would have felt more comfortable with a bit more stability. Or, just order actual hooping steel (but I needed it quick and couldn’t find hooping steel on Amazon) as that’s your sturdiest option. In short, trying to use something like horsehair braid is laughable, and this boning in 3/16” worked just fine but I would go with the 1/4” for heavier fabric. Remember to make a mockup first to see how you like the shape and support! :)

Q: Could this be used to make solar screens for car windows is it that flexible

I don’t know anything about solar screens, but it is pretty stiff.

Q: Could this be bent into an L shape and if so would it hold that shape or would it spring back to straight?

If you crimp the corner of the L square it would hold the shape. The straight sides would have a tendency to curve. Which could be corrected by a gentle bend in opposite direction. If the L is large this is probably not what you want.
