No. This is for plastic models. Furniture, cabinets and such, recommend sanding gloss finish with fine sandpaper then cover with clear matte paint from a local hardware or paint store.

Is this product nitrocellulose lacquer?

Don't know what that is? It is a lacquer-based flat overcoat. You can thin it with lacquer thinner and spray it or hand paint it out of the bottle for a flat finish.
