It doesn’t touch the ground and a ball can go under, but it’s still pretty low.

If you have an area large enough for it. It is portable and easily set up.

Experienced player: Can this net be used to practice serves, like in a driveway?

Yes, though it's a little bit lower than a standard net height. I tend to use foam balls when using this net. If you're serving in to it regularly with standard tennis balls, it's not likely to hold up like a standard tennis net.
