Since this device apparently requires a Netgear cloud account to manage it, what happens if you try to configure it without Internet access?

Nothing. Just remember the user name and password you created for it and you can still log in through the cloud.

Do you need the paid subscription to Netgear's Insight in order to manage this switch as one reviewer said or is that for remote management?

You don't absolutely need it at this point, but if you don't have it and want to use your switch, you have to block it's internet connection to log in. Even if you do that, set it all up, and then give it internet, it will block you and badger for an insight login. This made me check out the Cisco SG350 series and I could not be happier. They are 'real' switches with tons more features and plenty of online docs and videos to help out. I highly recommend them.

How many us is the unit and how many watts does it consume out of the wall

Maximum wall power consumed with maximum power draw permitted on PoE ports is a total of 228.5 watts. Unsure what your questions "How many us is the unit" is asking for. But if you are asking number of rack spaces the answer is 1. I hope this helps. The product line is wonderful. I have them at four different locations (more than 20 units in service) and as soon as I am done with one vendor's contract I am junking 5 Cisco units to replace with the GS728 series.
