What would I need to drill through this to put a pot filler in?

Use a HSS quality step drill. A regular drill bit will grab when drilling thin sheet metal. Make a pilot mark with a punch so the bit will not "walk" when it first goes through; just enough to keep the bit from walking, or use a center drill to create a pilot hole/mark. Step drill about $15 on Amz.
