Is this the type of Velcro tape I can use to hang a fabric tapestry wall hanging?

No. This is double sided velcro tape, one side has hook and the other fabric. You are probably looking for adhesive on one side of each.

How strong is it? I need to strap the arms of a tray table to my wheelchair.

The strap itself is quite strong. Depending on how you actually wrap the legs, etc., you will want to overlap the velcro on itself a good bit to ensure the the hook & loop connection stays put.

Does this have tape on the non-velcro side so I can attach it to surfaces?

No. There is "hook" on one side and "loop" on the other. You should get Velcro with industrial strength adhesive if you want the Velcro to be sticky on one side. You may want to visit a Home Depot or Lowes to see the options and then come back to Amazon to get the better price. The adhesive Velcro has limitations. I tried to used the sticky Velcro on cloth and it did not hold up. You may have to get Velcro without the sticky side and use epoxy to attach the Velcro permanently.

Does this have a "buckle" at the end to enable you to cinch it tight?

Its velcro so it sticks to itself, a buckle would not function at all if it were on this product. So to better explain this the way you use this stuff is wrap it around the object and wrap the velcro back onto itself and it will never become unwrapped
