Q: in the description it says it is 10w, 806 lumens & 4000k, is this correct? does it say this on the box when it arrived?

No it is not. It is 7w, 550 lumens & 2100k (Very Warm White). This is the same for all Philips Hue filament bulbs, regardless of shape and fitting. I obtained the correct product information directly from the Philips Hue website.

Q: Do I need a hue bridge to work on tapo or Alexa? Does it work through wifi

It works through wifi, but you do need some form of Alexa for it to work you can use the Alexa app

Q: Will this product be “dim to warm” technology?

No, it's the same warm colour throughout its range

Q: Will the bulb just be on at full brightness if I don't download the hue app?

Yes, it works as a simple on/off full brightness bulb if you don't control it with the app. Even if you've dimmed it or turned it off with the app, it doesn't remember this, so will always come back on at full brightness if you power it off at the wall then on again. Not sure whether that's a good or a bad thing - means you can always reset it with the power switch even if you lose the app/phone or it gets in a mess (hasn't happened to me yet though), but on the other hand it's a nuisance if you'd like to set a reduced brightness to suit your room/mood and switch it on and off with the main switch - it will always reset to full.
