will these cords allow the controller to be used on a PC?

On their own, these cables (and i think any 360 controller charging cable) WILL NOT allow you to turn a wireless 360 controller into a wired PC controller. Wireless 360 controllers will not interface with the PC without a 360 PC adapter. However, if you have both a charging cable like one of these AND a 360 PC adapter, and both are used at once, the adapter will recognize your wireless 360 controller and the cable will keep your controller powered while it's plugged into your PC, meaning that in THAT situation you will be turning your wireless 360 controller into a wired one that will not require any battery power. That is what I am currently doing.

Can I use standard AA rechargeable batteries or is a special battery pack required ?

You don’t need any special batteries. You can plug this in while you’re using AA, rechargeable AA or battery packs, you can even plug this in & get power when your batteries are dead or just have no batteries all together.
