Will this work on scrub pants?

It depends on the fabric of the scrub pants. Please check the care label for the fabric content. This dye is best for cotton, linen, wool, silk and ramie. If it contains more than 35% of synthetic material (polyester, acrylic or acetate) then you must use rit dyemore for synthetics.

Is this liquid? The description says powder but the bottle and page title say liquid. Which is it and if liquid, is it to be diluted before using?

These 2 bottles are liquid dye. Yes you can dilute with water. Make sure to research the best dyeing method for your fabric of choice.

How many bottles for a 57" x 95" long black drapery panel to remove fading on back side(window side)?

I would amuse two and let it sit for at least a day so it soaks in good. The longer it is in the drawer and deeper the color will get
