Can these be used for outdoor ceiling fans? Bought some exactly the same, different brand, did not work

I would not use these for outdoor use. They are not designed to withstand the moisture outdoors.

Do these bulbs turn black?

After 9 months there is no sign on black at all. They look the same as day one

Will these work in a high and low low light?

If you mean full on and a dimmed setting, no. These are "Non-dimmable", Designed for full power only. You need "dimmable".

Is the E12 bulb a direct replacement for a B10 bulb?

I don't know what a E12 and B10 bulb is. The LED with the ledge on the top of the screw in part is not fitting.
