Q: Is this cooler compatible with AM4

Yes it is. The instructions are not the best. The fan exhausts vertically on the AM4. That irritates some people but heat rises so it works very well. I would buy again.

It comes with a LOT of thermal paste on it.

Q: How quiet is this compared to the Ryzen 5 3600 stock cooler?

I'm not sure, I ran it on a 2600x and it was definitely noticeably quieter than the stock cooler but it wasn't like oh my god it is so silent I can't hear it. CPU temp was I think about 3 to 5 degrees cooler on average though, which cut down the over all noise because the fan didn't have to run as fast. The biggest thing for me was the stock amd cooler fan has a really bad whine or pitch at high speed and this cooler/fan had a much more pleasant sound.
