will it work with sonos playbar?

It does work for my Sonos Playbar, but only basic functions of Vol+/- and input. For other functions I have to use the apps on my iPhone or laptop.

I just checked and the answer isn't a simple yes.Its no, but technically yes if you have it setup correctly with your TV.

The PS4 for whatever reason doesn't accept IR commands from this remote but it will accept a command that is sent through your TV which will send that command over the HDMI cable if you set it up correctly. Here is how.

On PS4:
1. Go to Settinga
2. Then go to System
3. Check the box marked Enabled HDMI Device Link.

Now you have to enable these settings on the TV and let's hope your TV has it. 
1. Go to the TV's settings.
2. There should be a submenu in your TV labeled system, general, or something like that.
3. You'll need to enable your TV's version of the "Enable HDMI link" you just did on the PS4. Each brand of TV will call it something different. I will go over what they are from memory as it can be called any of these.
Generic: HDMI-CEC
Sony: Bravia Link or Sync
Samsung: AnyNet + or Anytime Net+ (Something similar)
LG: Sinplink
Panasonic: Vier or Vierra Link ( Can't remember exactly but you'll know it when you see it, starts with a V)
Sharp: AQUOS Link
You get the idea. If a menu option has "Link" in its name, it might be another term for HDMI-CEC.

Enable it and it will list any connected devices that support it. Your PS4 should show up on that list. This isn't a perfect system to make up for the failure of PS4 to really work this out but it should relay a few commands to the PS4 for you.

Will this work to change the input on Sceptre tv?   My question is specific to Sceptre tvs,  my cable remote changes  input on other tvs , not sceptre

Sceptre TV's are no different for remote use than any other TV.....it's a matter of finding the right code. If your cable remote is a learning remote (it probably is) you should be able to go online and find the code to then enter it in your remote. If you can't do that then the 650 IS a learning remote with online access to find the right code.
