Can this be mixed with water & sprayed on cats to kill fleas? i have done 2 de applications, dry & de in water w/acv & still have fleas.

Do not use on your cats! Boric Acid is Toxic to cats.

Can this product be used as an ophthalmic solution ?

Yes! that's what I purchased it for. You need to use 1-c sterlized boiled water,let cool and add 1/8 teaspoon of boric acid. Make sure acid disolves. I used to 3oz plastic cups I filled mixture to top; then lowwer my eye opened into mixture; for 20 secs. I did before bed! throw out after useing 1 time do not save! when morning came; My eye felt great. Please research for yourself! My disclaimer regarding the above The above is how I prepared it for myself. I hope you have great success, I did.

Is this granular or powder? It says both, so I'm not sure.

It is a very small grain not a powder. I found it a little easier to use than powder versions. Less mess for me.
