Are they upper leather ?

No. And they run small 1/2 size

Do these irritate the back ankle area? Do they keep your feet dry in snow/rain ?

They don’t irritate the back of my ankle however you should wear them for a few hours at a time to break them in. I wore them in Miami for the first time all day long and was in pain by the end of the day. I’ve only worn them during the summer months.

Are the insoles removable?

They're not even glued down so they are removable

How big is the heel? I wear size 8 in boots and other shoes what size would I order from here

The shoes seems to be right on for size.
