How do I insert the second smaller rod to get the length I need.

Hold the big one in 1 hand insert the small one with your other hand and twist the small one in one direction until it is the length you need.

How do I make it smaller to 28inch size?

Turn one end while holding opposite end till it is smaller. If your opening your going to hang it is even slightly smaller than 28” you may need to buy a shorter size

are these genuine spring loaded tension rods or just the cheaper, twist in to place rods?
