Does this clamp to the counter?

Yes it does .. you need a lip overhang on edge of counter .. it attaches on very edge of the counter .. so it can be at little tricky at first to get in place right for the inexperienced but very easy to use otherwise

Can this be used as a pizza dough roller?

You could but you would have to roll out a couple sheets and put them together to make it wide enough to put on a cookie sheet or pizza stone. As the sheets are about 12” wide.
