Yes it does. Works like any standard fax machine as well ws all the other functions.

Do I need a separate phone line for fax machine

No, but you have to set the number of rings high enough so that you can answer before the machine picks up.

Does this printer come with a set of ink cartridges?

It comes with ink, but in true Epson fashion they will be 1/3 full and need to be replaced within 20-30 pages. Here’s a good way to save money on ink though; Throw the whole thing in the garbage and buy a different printer.
