To fill the bottle you need a "perfume measuring device? What is that?

Unsure. I just pop the cap off of the cologne/perfume bottle, rest the bottom of the container on the nozzle of the bottle and pump until it's full.

Do they arrive individually packaged?

Yes all four came individually I had to fill them up with the perfume I like

Would this work with the alin perfume?

I am not sure what alin perfume is but this didn’t work with any of the perfumes I had. All it did was make a huge mess and I wasted ALOT of perfume.
