Not sure about spf, but I think yes

Q: Does this product have any odor? It says it’s made out of polyester, is that true, many of these are made out of a stinky vinyl.

I did not notice an odor. However I'm not sure if will blow in my pool. I'm scared to leave my phone by the pool, which is why I bought it.

Q: Does "360-degree ventilation" mean it is made of material similar to a mosquito net?

It’s not like mosquito netting, more like polyester type material like a regular camping tent.
