No, there's no cartridge included.

Q: Does it come with the psu power supply to change speeds?

No, but you can change the speed by the belt under the platter. Without the psu, it runs a bit faster than it is ment to run ( 33,7 rpm, instead of 33,333...), But i haven't noticed any pitch conflict. I bought one in october
