No, the hooks that hold the bikes don't move, so you can't adjust them to store a bike more flat against the wall.

Are there replacement hooks for purchase?

Hi there! Our BLAT Bike Rack has four fixed, rubber coated bike hooks, so there is not a way to replace these as they are welded onto the base mounting plate.

Can this be hung on a wood rafters in the garage?

Yes, this bike rack can be hung to wood rafters, but there are a couple of other factors to keep in mind when deciding if this will work for your bikes, space and needs. It may be more challenging to take your bikes on and off from the ceiling and your back tires may move a bit more if it is not against the wall.

Would a bike with training wheels fit along side 3 standard bikes?

Yes it will fit. You might want to hang it by the rear wheel.
