Can you use this thread for 15/0 seed beads?

Yes, you can. Bead size doesn't matter. I's the size of a needle that is a problem. The thread frays so badly that it is nearly impossible to thread size 12 needle. I cannot use this thread. I am back to my favorite FireLine.

Is this string durable enough for waistbeads?

If you were to double sew them, probably, but over time the pressure will cause the fray of the thread.

This is a thin beading thread and is not elastic at all. It is used with a needle for fine bead weaving

Can you use this thread for stringing popcorn?

Yes you could string popcorn on it as it is a very strong thread. You could probably string something heavier than the popcorn as it is such a sturdy thread.
