Q: Will this fit my 2009 Mercury 50 HP ?

Yes it will, If it is a Mercury 4Stroke 40, 50, and 60Hp engine... and not the Bigfoot.

Q: Will this fit 2015 60hp command thrust motor with different hub kit?

Not sure bur Mercury has charts on their website showing correct prop and hub for their motors.

Q: I have a pitch 13 do I need too go down 1 pitch size for 4 blade

I have a Merc 60 hp and I went down one in pitch from 13 pitch 3 blade to a 12 pitch 4 blade. Seems to be about right for. Tried a 11 pitch 3 blade and did not work out. FWIW - I am running at 5000 ft elev in Utah.
