THE HOLDER IS 12.25 x9.5 SO I WOULD THINK YOU NEED AT LEAST 12.5 x 9.75 TO FIT

Yes it will. A4 is the standard size of paper. We used regular shiny paper to make certificates, and they fit perfectly.
