Can this be pressed on pre-pressed vinyl on a tee shirt?

I'm not sure it can. But I think it can't.

Yes, it can. It is waterproof for daily use. However, the gold foil is very thin, so eventually you will need to apply a protective glue to the surface of the gold foil and then it will be waterproof. (Use different glue for different items. ) Would you mind telling me the specific product you use so I can easily show you how to use it in more detail. Looking forward to your reply.
