Q: I purchased two of these and it says 1/4 or 5/16 but only 1/4 will fit any answers???

I just drilled mine out to fit 5/16.

Q: How can this fit 5/16" flagpoles as advertised when the drawing clearly shows that the hole is only 1/4" in diameter?

Not sure what you see, but I have 2 of theses, and I use 5/16 inch flag poles. These are great and work very well. Hope that helps

Q: Is the thread size on the quick release any where on this post?

I just got mine. It's 1/2-20 fine thread. However, it only fits 1/4" flagpoles, not 5/16" as advertised. So I will be returning mine.

Q: The quick-release base turns around without staying in place. Could that cause the flag to keep turning around?

Yes, it could spin around. There is a little friction in getting it to turn 360 degrees so it is a little resistive to spinning. In use moving, it will stay in place flag will not spin and go in the direction of movement. I love this quick release. In almost every case family and friends have ordered
