Does the power have to be on in the circuit being tested for this tester to function?

No, DO NOT use this on a live circuit! This is a continuity tester! You are looking for a break in the wire. If it doesnt light up, one of two things happened. 1. One of the wires is broken, on the wires you are testing and the wire or cable needs to be replaced. 2. The unit is defective and returned for replacement. Check battery inside to see if its good. My 1st one was defective and I had to replace it.

How to I test continuity for single long distance cable?

?? The continuity Pro sends a voltage, from the 9V battery in the main part, to the remote or alone to itself down 2 conductors. When the used with the remote, it also detects polarity. So, you always need 2 conductors with the remote, could be a pair of wires, one wire and a conduit or a long external wire you run separately.

whats up with the scanty cable?

There's 2 small test leads. A known good and known bad. That way you can check to make sure the tester can accurately detect a good and bad cable

will this test continuity without running wires to each end of the circuit? Like plug one end at source one end at receive and read that way
