Q: Why does it have a battery if it doesn't heat beverage off the base?

The item I bought is the heated mug version of the item you're looking at. Mine has both battery and heater in the mug, and it works beautifully away from the base. The base is just a charger. I gave it as a gift to my aunt, who lives in a retirement home. She takes the mug alone down to the dining room, and she is so happy that she can sit and chat with her friends as she sips her coffee, and she doesn't have to pester the staff for any warmups.

Q: Can I use a C 12V car charger?

No! But it will keep your coffee hot for quite a while before it needs charging again.

Q: Why won't my mug turn off even when held a long time; buzzing whether on or off warmer?

Not sure, I've got a different mug, like a big coffee mug. You hold the bottom button until it turns on or off and touch side of bottom to adjust the temperature range. It buzzes/ vibrates when touched.
