Q: Can it be used for eyes and neck area as well? Or face only?

I do use it under & around my eyes and on my neck, -it seems to be fine. I even use it on my eyelids, but of course I do try not to get it in my eyes.

Q: Can tbis be used under makeup?

I normally use it after I wash my face at night and in the morning before putting on face moisturizer and foundation.

Q: Should the color be a light milky brownish/ tan shade? Just received, feels nice, but the consistency is a little thick?

Yes it seems the color is weird but it goes on smoothly and feels great. It may be thicker than other serums but again it just disappears into the skin.
