Can you mix this high lift 12.4 with 9.4 to get a nice blonde beige colour over grey hair and what vol peroxise should be used?

High lift colours should NOT be used on grey hair. They can be mixed but used on virgin light brown to dark blonde hair with a 30 volume or 40 volume peroxide

Hi whats the the mix ratio? And best developer 30/40a aslo with it being a silver shade its less likely to leave that brass effect ? Is this right

30 vol shouldnt be brassy but will depend on how dark your own hair is and whether you are touching up roots or doing a whole head

Can I use this a toner after pre lightning with bleach hair?

No. This is a high lift professional colour. If you need a toner use a wash in colour like clairol or wella. The over the shelf boved ones are not as strong. This one isn't really suitable to use after beaching. Ex hairdresser.

Is this 1 part tint 2 parts 40vol?

So if you use 30 ml of tint “1/2 tube you use 45 mls of peroxide. So you times it by one and a half.
