It's possible that the gel was warm and turned very liquidy. It would truly be difficult to fill those tubes with water and sell them as a gel. It's definitely not water.

What are the directions of how to take this product?

Take Enteros gel 2-4 hours before or after a meal Shake tube well before each use. Dilute the dose in water of room temperature, prior to taking. 1-3 years old: Consult doctor before administering. 4-6 years old: 1 tsp dissolved in 50-100 ml water 3x daily. 7-14 years old: 2 tsp dissolved in 50-100 ml. water 3x daily. 15+ and adults: 1 Tbsp dissolved in 200 ml. water 3x daily.
