Will the Tyco NiCd charger work to charge battery?

Yes, but the Ni-cd charger should have the Tamiya Male Type connector, or the battery connector will not plug into the charger connector. Hope this will help you a little!

Why is charger flashing red?

charger flashing red, it tells the battery is charging, and it is not fully charged.

Here is the user guides of the USB Charging Cable to charger this battery pack:

1. Connect with battery Use a 5V output usb adapter and Plug into AC outlet to charge the battery. the Red LED indicator will flash and charge battery;

2. The Red LED indicator lights off when battery is fully charged;
Please note: 
a. when battery has full power, the Red LED indicator will also keep off once reconnected to the charging cable.)
b. Only the battery is out of power (at least lower than 50% ), reconnecting the charging cable to charge the battery pack, the Red LED indicator will flash again and start charging the battery.

Is this a square, circle plug mine on tbe circle does not have the flat spot its just round?

The connector of this 9.6v battery pack is a standard Tamiya plug. The square plug connected positive terminal ("+" / Red wire) and The circle plug connected negative terminal ("-" / Black wire). Hope this will help you a little.

By the way, the connector is Standard Female Tamiya Connector.
