No screws come with this part, the topper simply snaps into the top of the tailgate.

Is this the part that covers the access to the tail gate latches?

Just replaces the stock cover, only protects the top of the tailgate.

Would it fit on my 2015 F350 shortbox? Also does it comes with all bolts and nuts to install it with?

It fit my 2011 short bed perfectly. There are no bolts it snaps into place. You do need to loosen the access panel to slide the cover into place.
