The answer to both is yes. You will need to set the temperature gauge as you would an ordinary iron.

does it come with cover and foam

There is no cover, but it has a foam layer on the bottom plate with a silver cover on that, I leave mine out all the time so I just put a table cloth overvit

Is it risky in terms of getting burns whilst the press is left open whilst a garment is being placed on the pressing foam?

I have managed a couple of burns which were down to lack of concentration. It takes a bit of getting used to being aware of space but worth it when you do.. Ironing duvets etc a doddle. I always have an aloe Vera plant in the house which if you get a burn of any kind and snap off a bit and rub onto site immediately stops the sting and prevents redness.
