Q: Can a garden hose be used instead of the supplied hose? I need to run it about 20 feet from the diverter to my large tank.

With a little adaptation it should work. The supplied hose does have a larger inside diameter and there are no threaded fittings on the Fiskars unit. Just remember to take into account the weight of the water in the hose when you support the hose.

Q: Planning on disconnecting the rain barrel during winter months. Does this system allow you to "plug it" so the water just runs down the downspout?

Yes it does. Once the barrel is full pull out the center filtering device and it does not allow water to go through the tube to the rain barrel, but straight down and out the gutter. Or as referenced in the other comments pull off the hose and install the end caps.

Q: With the diverter running water back into the drain when the barrel is full, can I disconnect my overflow hose from the barrel overflow spout at top?

As long as water level in the barrel is at or above the diverter hose from the down spout the water should keep diverting away from the barrel. What stops the barrel from continuously filling is the when the water backs up the diverter hose and forces water down the downspout. If the diverter is above the barrel and the diverter is in the unit then it will keep filling. You can remove the diverter from the unit and it will stop filling the barrel.

Q: can it be attached to the downspout ABOVE the rain barrel

yes, but don't place it more than a few (2 or 3 in) above the rain barrel. make sure to put an overflow outlet in the final rain barrel or if connecting them in series.(0-0-0- the 0 = barrels and the - = connectors or outlet/overflow)
