You can call anytime you want to. Emergency or not. However there must be someone within the range of your radio, with their radio on, and in the same channel for the call to be received by anyone.

Q: can this communicate with a cb radio?

This is a UHF CB radio, aka FRS, on 462-467 MHz. It will NOT communicate with the older style 27 MHz CB radios.
