The battery does not have to be fully discharged before recharging.

Once it is delivered refuse it and you won't be charged for it

Do you get a shock from it?

You can get very small static shocks from it if your blowing snow. it works great though for light snow. I use mine often at my business to keep the sidewalk clear.
