Yes is it duplex and yes it is compatible with both Windows 7 and 10.

Does it output pdf/a documents?

The 'Smart Touch' program, which is the easiest way to generate PDF files from the scanner, has the ability to make searchable PDF files. The config for that output setting does have a checkbox to generate PDF/A files, but I've never tried it.
