Q: Will this prevent cat from licking off the hot spot spray stuff from his neck & tail areas,or is cone better?

A cone would probably be better for your needs. This does not cover the tail (or base of the tail), and while it might cover part of the neck, you'd have to practically choke your poor kitty to make the neck tight enough to not allow any licking. This suit is mostly meant to cover the stomach and back of the cat and it is excellent for that purpose. If you really want a suit that would cover the areas you need though, you might want to buy or make one of the suits that have multiple pieces of cloth that you tie at the back of the cat because those types can be adjusted to cover more of the base of the tail or neck as needed.

Q: Would the m be fine for a large cat (part maine coon) with measurements: neck: 10.5 in chest: 19 length: 20 waist: 21.5? or the dog version better?

I bought this for my 7 mo old Maine Coon. She was 10 lbs and went for spaying. I bought a small. Fit perfect. Didn’t have this until she licked herself raw and had to be restitch. It is a lifesaver and great quality.

Yes, works well but make sure of measurements.....we bought if for a large cat, worked well.

Q: Can my cat poop freely with this on or does it need to be undone?

yes, your cat can poop freely without undoing the back Velcro strips, however I leave the strips loose enough to not cover any "vital areas" that he uses to do his business. It's a real nice suit.
