Yes, it's not designed to be activated for very long, 10 to 30 seconds. It will most likely overheat if activated for over a minute or two.

Q: Can this be used for a parking brake replacement?

It will work as a temporary brake but it is not good as a parking brake. While in use it will have a small draw on the battery thus over time it could kill the battery. Additionally a parking brake is designed to be mechanical as a seperate system. This means it wont fail due to leaks or loss of pressure. In short the answer is no.
