Q: So is this Dielectric grease?

This grease does NOT have high dielectric strength. It is too conductive to use in multi-pin connectors or any application where the grease could provide an unwanted electrical path. However, it is NOT as conductive as copper, aluminum, steel, or any other metal. Please be aware that if you insert the leads of a typical multi-meter, it will probably NOT indicate continuity. The grease is designed to help prevent corrosion and enhance conductivity in electrical joints. Copper wire will always conduct better than grease! :)

Q: if this product is used to coat the various push on electrical plugs on an auto engine, is it possible to cause shorting of the closely spaced pins?

No it will not cause a short between closely spaced pins. The grease by itself is nonconductive - even when tested with a megohmeter. There are no metal particles in the grease. The grease improves the conductance of electrical contacts by breaking down the oxide layer & creating a protective barrier against moisture & corrosion-causing contaminants.

Q: Can this be used in a electrical panel on the bus before installing breakers

I have no experience with that specific application, but I believe it would work very well. I have used it on bolted and compression style lead-acid battery connections with excellent results, as well as high current connections in a solar-charger-inverter system.

Q: is the product waterproof or water resistant?

It is slightly “greasy” and does not dissolve readily when sprayed with water, so I would say it is at least water resistant. I have been using it for years on lead acid battery terminals in my RV and golf cart, and it works very well at preventing corrosion.
