can you hook some to ypur regular belt on the bottom eylets of your military / survival belt with suspenders hooked to the top eylets?

does anyone know the name of the other clips on usgi belts that have teeth that fasten the belt when moved right to left??

are these metal? It doesn't specify and the one's I had were plastic crap that rothco made.
