Is this a commercial narrow band radio, and amateur radio as well?

This is a super tough version of the Baofeng BF-F8HP with a mega battery and good antenna.  However, there is a bonus!  This radio may be software modified to operate from 128 Mhz to 178 Mhz, 190 Mhz to 271 Mhz, and 380 Mhz to 542 Mhz.  This will include 2 meters, 1.25 meters, and 70 centimeters for amateur radio bands, and countless other frequencies.  However, check with your nation's and region's radio communications ministry.  Some draconian nations have made it illegal for this transceiver to operate on many other free to use frequencies.  I do not understand why free to use frequencies are not allowed on this radio in some draconian nations.  However, logically, you better not interfere with ambulance, constables, businesses, and hospitals, you are going to find yourself in jail with a lot of hefty fines to pay.  Some less restrictive nations allow the use of this radios on license free public bands, like PMR446, in some European nations is allowed to be used on this radio,  The Canadian and United States of America radio ministry disallow the use of this radio for General Mobile Radio Service. But their citizens use it on those bands anyway and they will be okay.  This radio is not allowed on LPR433 because it is too powerful.  But operating on one watt, you could probably never hear anybody complain.  It can be used on UHF CB with nobody the wiser, in Australia, though illegal.  Have lots of fun with your radio.  But remember that this radio is also a powerful tool.  It should be used responsibly.  If you do not have the license for the appropriate band, do not even think of transmitting!  You will be found!  You will have to pay!  But listen in all you want.  Use license free frequencies responsibly and intelligently. Get your amateur radio license, your UHF general mobile use license, your radio prep license, and all other licenses you can get and enjoy.

Is the ar-152 programmable with the uv-5r cable and software?

Yes, it is programmable with the UV-5r cable.  Use the Baofeng BF-F8hp setting.
Do not forget to enable the 1.25 meter band!  I have mine operating from 128 Mhz to 178 Mhz, 190 Mhz to 271 Mhz, 380 Mhz to 543 Mhz.
