Q: is it possible to set this to any amperage output? i specifically am wondering if it can be set to 55a for flash reprogramming of domestic controllers

No, you can not set the amperage output, only the voltage. I use it to program European cars, I set the voltage and the amperage varies depending on the demand. Have had no problems with it.

Q: Can this product jump start a vehicle as well as charge?

The INC100 will not jump start your vehicle it is designed for flash programming only

Q: How is this able to do 50a or 70a using a standard outlet plug? Won't that electrical panel fuse since most outlets are 15a or 20a max?

Your standard 15a 120v wall outlet is 1800 watts (amps x volts = watts). Watts is the measurement of power, amps is a measurement of flow. 12 volts at 70 amps is 840 watts, so you’re using about half of your wall outlets output capacity.
