Q: Does this reduce outside noise?

What I received was a thin sheet of plastic and magnetic strips, I return it.

Q: Is this mounted on the outside?

No on the inside the magnetic strips sitck to the window frame and the plastic cover. Then they attach magnetically. that way they can come off and re-attach as needed.

Q: Will this work on round top windows 59”x 39”

My understanding is that it can be cut down to fit any size.

Q: Can i remove the magnetic tape anytime?

Yes but it may leave a sticky residue or remove paint from window frame
